Finland was at war against the Soviet Union, twice in fact, and during the Continuation war in 1941-44 was a co-belligerent with Germany while trying to take back the land lost in the Winter War 1939-40 (and to survive in general). Allies were too busy helping Stalin so Finland turned to Germany for help. (Which in turn made Finnish Jewish soldiers brothers-in-arms with Germans. Three were awarded with Iron Crosses, which they refused, and they had also a field synagogue at the front near the German troops.
